Piaget reckons it's because they can't look back and see what had happened before they are asked the questions, and they can only take into account 1 variable, such as the height of the water. If the children are too old, though, it won't work because they are too smrat already!

I think kids at this age go by what they see. They are not able to think in a more abstract way at this point.
