There are two things to consider here; their WMD's, and the repressive totalitarian regime.
The question, what do we do, if anything, about North Korea. Are they a threat to the free world if left alone, or do they have other intentions rather than self defence?
The population is starving and struggling to maintain its huge military. They have a terrible record of human rights, is this reason enough to deal with them sooner rather than later?
Personally I think that as long as they have control over WMD's, then ANY sort of offensive by South Korea or USA is just too risky, as retaliation by the DPRK has the potential to kill millions of innocents. That's the sad truth, that we have to leave them alone until they are disarmed.

They are "estimated" to be the 4th largest Army on the planet with about 1.2 million armed troops.
They have a population that is under total regime control to include mental and psychological programming to remain ultra nationalistic.
With conventional artillery using rocket assisted (RAP (http://www.globalsecurity.org/military/systems/munitions/rap.htm)) and non rap shells they can reach many of the highly populated regions in the south. When you shoot an arty round there is generally no way to intercept it (not in high volume firing). Also, generally speaking, you can leave an artillery piece locked and cocked 24/7 with a dude's finger on the "trigger" and can fire your salvo within seconds on a pre-sighted target.
^^^ All of that means that there can NOT be any sneaky stuff to disable the artillery threat, not on ALL of the pieces along the border at the same time.
The N Koreans know this, and that's why the border is saturated with conventional artillery. Even firing 25% of these will cause tens of thousands of deaths in an unwarned population. Total flight time from the DMZ to targets of opportunity is measured in mere minutes.
Wait them out? Yeah, no. They are too radicalized and this will not be an option.
China and Russia need to take this one. They have influence, financially, in N Korea.

No, I don't. They are a hilarious crazy ass brainwashed country, but WMD? No.
I was in Japan when NK was performing missile testing. The ones that flew completely over the country and landed in the Pacific.
But get this. One day, NK will open up and you know what that means??

My solution for them is the same I have for most other places I don't like... level it and start over.

I know it's ape shit crazy and the end result will probably be the same; but the end result is war nonetheless. Instead of sanctioning NK to the point where their entire population are a bunch of poverty stricken uneducated twits ready and willing to believe anything shoveled down their throats, we should provide as much money to them as possible.
Hell, we've pumped billions into Iraq, a country that couldn't defend itself from a dead poodle, to get that nation on its feet (which will fail to the tune of it's new name being New Iran or Iran 2.0 to sound more millennialish). Why not provide "nation building" aide to a country with WMD's? If we were "chums," their propaganda would have to shift to accommodate the sudden and continued influx of US aide. The rest of the world would have no recourse against the US for aiding NK. What are they going to do, sanction the US? That would cause a global economic crisis like no other. Metaphorically, this would allow us to hold the chains to China's crazy rabies infested foaming at the mouth Rottweiler(egNK).
In all seriousness I don't give a shit about North Korea's politics. I don't give a shit that their people are oppressed or that their human rights are violated. North Korea only exists because of some post WWII anti-communist hysteria. Does it make a difference in my life that there is no democratic Vietnam? Fuck no, it doesn't; and on the bright side there isn't a South Vietnam walking on eggshells due to an axis of evil North Vietnam always threatening more war. The only reason I know/care Vietnam exists is because of the war and Chuck Norris movies. If N. Korea can provide me cheaper products than China, I'm all for economic cooperation. If five of those fuckers die in their diapers while working 23 and a half hour days to make me a 100$ HDTV I say kill the whole fucking lot of them.
In closing - To the people of North Korea:
Sorry your government sucks dude, really I am. However, I don't think any American service men (or international service men for that matter) should die/should have died for you--I think you should fucking die for you and I think South Korea should fight it's own battles. In the meantime, could you put that terrible oppression to good use and make me some cheap electronics? Cheaper than China even? Kthnxbai!

Probably the right solution.
Some few years ago I read a rather good chronicle which concluded with basicly the same thing, to include North Korea with the world community. NK is just as a child that is crying out for attention, and when it fails to get the attention it so craves, they make big boom that makes lots of noice.
Open up a bit of trade = less boom and more happiness for all.

You do know what happened when East Germany re-unified with the West, right? You do remember the strain on Germany's economy taking in all their former brothers, sisters and cousins in the East?
Same will happen with South Korea.
Same will happen if China annexes North Korea.
Same reason why America does not annex Mexico. Just cost too damn much money and headache.
